So Californian homeowners require bureaucracy and a licence for doing general DIY or only major alterations?
Sounds like they’ve gone DIY crazy, but I imagine yet more revenue for the Bureaucrats in the State!
My family used to build homes and DIY is legal as long as you don’t go into walls then you need permits. We have three houses in the area that have all the walls but one torn down and no permits for new construction
